Externe toetsing

Een van de belangrijkste doelstellingen van Nethics is het bevorderen dat sociaal-en gedragswetenschappelijk onderzoek getoetst wordt aan heldere, uniforme kaders. De gezamenlijk gedragen Gedragscode zorgt voor harmonisatie in toetsing tussen de aangesloten instituten. Maar ook daarbuiten vindt onderzoek met mensen plaats, waarbij ethische vraagstukken een rol spelen.

Nethics heeft een procedure voor toetsing van externe aanvragen opgezet om onderzoekers die via hun eigen instelling geen toegang hebben tot ethische toetsing van dienst te zijn. De toetsing vindt plaats onder door Nethics opgestelde voorwaarden, door een bij toerbeurt toe te wijzen ethiek commissie die is aangesloten bij Nethics.


Hierbij geldt:


  • Toetsing van een ingediende aanvraag wordt gedaan door een bij Nethics aangesloten ethiek commissie, volgens de bij die commissie geldende procedure.


  • Toetsing wordt uitgevoerd onder de voorwaarden vastgelegd in de hieronder te downloaden Service agreement and general conditions for Nethics Review, waarmee de onderzoekers en de commissie schriftelijk akkoord gaan voor aanvang van de toetsing.


  • Toetsing wordt alleen gedaan voor de start van een onderzoek, dus toetsing van al gestart of afgerond onderzoek wordt niet aangenomen. Verder zal onder andere onderzoek dat geen wetenschappelijk doeleinde heeft of dat buiten het domein van de sociale- en gedragswetenschappen valt niet in behandeling genomen worden. Zie voor verdere details Clausule 2.5 van het document genaamd ‘Service agreement and general conditions for Nethics Review’.


  • Uit de procedure volgt een advies van de toetsende commissie aangaande de ethische aspecten van het onderzoek, welke aan de onderzoeker(s) wordt gecommuniceerd. Wanneer er geen ethische bezwaren zijn, of wanneer eventuele belemmeringen op adequate manier door de onderzoekers worden opgelost in een gereviseerde versie van de aanvraag zal de toetsende commissie een positief advies uitgeven ten aanzien van de uitvoering van het onderzoek.


  • Nethics / de toetsende commissie kan adviseren maar kan nooit de verantwoordelijkheid dragen voor (eventuele gevolgen van) de uitvoering van het onderzoek.

    One of the main goals of Nethics is to promote social and behavioural science research being assessed against clear, uniform frameworks. The jointly supported Code of Conduct ensures harmonisation in ethical review among the member institutes. But research involving people also takes place outside the institutes, where ethical issues play a role.

    Nethics has set up a procedure for reviewing external applications to serve researchers who do not have access to ethical review through their own institution. The review takes place under conditions set by Nethics, by a rotationally assigned ethics committee affiliated with Nethics.


    The following applies here:


    • Review of a submitted application will be done by an ethics committee affiliated to Nethics, according to the committee's own procedure.


    • The review is carried out under the conditions laid down in the Service agreement and general conditions for Nethics Review, which can be downloaded below, and to which the investigators and the committee agree in writing before the review starts.


    • Review will only be done before the start of a study, so review of already started or completed research will not be accepted. Furthermore, among other things, research that has no scientific purpose or falls outside the domain of social and behavioural sciences will not be considered. For further details, see Clause 2.5 of the document called 'Service agreement and general conditions for Nethics Review'.


    • The procedure results in an advice from the reviewing committee regarding the ethical aspects of the research, which is communicated to the researcher(s). If there are no ethical objections, or if any impediments are adequately resolved by the researchers in a revised version of the application, the ethics committee will issue a positive advice to conduct the research.


    • Nethics / the reviewing committee can advise but can never bear responsibility for (any consequences of) the conduct of the research.
