Bij veel wetenschappelijk onderzoek zijn menselijke deelnemers betrokken. Onderzoekers hebben de belangrijke morele verantwoordelijkheid om uitbuiting te voorkomen, en om de belangen, autonomie en waardigheid van de deelnemers te beschermen, alsmede het maatschappelijk belang. Het Nationaal Ethiek Overleg Sociale en Gedragswetenschappen heeft als doel om tot gezamenlijke waarden en principes te komen die gelden voor alle aangesloten universitaire faculteiten en onderzoeksinstituten. Deze zijn de basis voor de gezamenlijk aangenomen gedragscode waaraan de deelnemende instituten zich verbonden hebben. Ook streeft het nationaal overleg naar kennisontwikkeling en -uitwisseling. Daarnaast vertegenwoordigt het nationaal overleg de ethische commissies bij nationale en internationale organisaties, inclusief de overheid en subsidiegevers.

Scientific research often involves human participants. Researchers have the important moral responsibility to avoid exploitation, and to serve the interests, autonomy and dignity of research participants, as well as the interests of society in general. The aim of the National Ethics Council for Social and Behavioural Sciences is to formulate joint principles and values for all associated university faculties and research institutes. These form the basis for the jointly agreed upon Ethical code that the participating institutes have endorsed. In addition, the national council promotes new knowledge development and exchange. In addition, the national council represents ethics boards at national and international organisations, including the government and funding agencies.
